PUBLIC COMMENT –AGENDA/NON-AGENDA ITEMS

No one appeared for public comment.

Commissioner Ranum made the motion to accept the minutes from December 17-21, 2018 with corrections. Commissioner Rost seconded the motion. Commissioner Baldwin asked for any other discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

9:55 AM Alba Higgins, Shop Foreman; Mitch Overn, Mechanic; Bobby Wiedmer, Road Supervisor joined the meeting.

Upper Lake Gate- The new stainless-steel fittings have been put into the Upper Lake gate. Alba and Mitch are hopeful that they will work long-term.

Baker Lake Sand- The Road Department was able to haul the sand for Baker Lake beaches from Glendive to Baker last week. Bobby provided the Commission with a cost estimate for hauling the sand. The bill for the sand from Fisher Sand and Gravel has not yet come in.

10:00 AM Alba, Mitch and Bobby left the meeting.

10:04 AM Dustan Davis, IT TECH joined the meeting.

Permission to Change Web Hosting- The County website and employee e-mails are hosted with GoDaddy. The storage limit has been reached, which requires an update to continue services. Dustan expressed that he has experienced a number of issues with GoDaddy and instead would like to turn over to internal hosting. There is enough room with the current server provided. This route will be cheaper, faster and more compatible. Spam e-mails will also be reduced. Dustan provided a price comparison with GoDaddy and internal hosting. This would still be protected under the County’s firewall. Dustan will let the employees know when he does the transfer, as it may cause a few e-mails to be lost. The Commission agrees with the switch.

10:28 AM Shyla Hadley, Fairgrounds Manager joined the meeting.

Fairgrounds Barn Addition Update- Shyla gave the Commission the proposed Fairgrounds barn addition update. The 4-H program would like a livestock scale to be attached to the barn. A few Fair Board members met with the 4-H Committee and were able to see what they were envisioning for the project. The scale would be enclosed, however the fitting area, holding pen and wash racks would not be. Discussion on where the doors will be located. Widening the road may need to take place if the scale is placed where it is being proposed, and water drainage may be an issue. An engineer will need to be involved. The Commission is glad to see it getting started and the groups are working together. More information will be needed for building codes and drainage before proceeding.

11:03 AM Elin Kittelman, Extension Agent; Shyla Hadley, Fairgrounds Manager; Tara and Colten Turbiville, Members of the Public joined the meeting.

Fairgrounds Barn Addition- Tara and Colten presented pictures of the livestock scale and included what the wash racks, fitting area and holding pen would look like. It would be a single animal scale attached to the current barn and would be stationary. The scale has not yet been purchased. Shyla would like to be able to leave the big door in the barn, if possible, for ventilation. It will need to be built up to code and with an engineer. Dimensions have not been decided on.

11:20 AM Shyla, Elin, Colten and Tara left the meeting.

Commission Work Session

Commission reviewed various e-mails, correspondence, revenues, reports, board minutes and agendas. They also reviewed the year-end resolutions.

Commissioner Rost made the motion to accept Resolution #1007, in which Commissioner Ranum will be appointed to serve at the presiding officer of the Commission, effective January 1, 2019, through

calendar year 2019. Commissioner Ranum seconded the motion. Commissioner Baldwin asked for any other discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

Commissioner Rost made the motion to accept Resolution #1008 to Set the Per Diem and Travel Rates for Fallon County Elected Officials and Employees. Commissioner Ranum seconded the motion. Commissioner Baldwin asked for any other discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

11:35 AM Commissioner Rost made the motion to adjourn the meeting. Commissioner Ranum seconded the motion. Commissioner Baldwin asked for any further discussion; being none. 3 Ayes. 0 Nays. The motion carried unanimously.

MEETING ADJOURNED

The Fallon County Courthouse closed at 12:00 PM on December 24th, Christmas Eve. The Courthouse will be closed all day on Wednesday, December 25th for Christmas.
