District 2 encompasses ten counties including Fallon, Carter, Custer, Powder River, Prairie,  Rosebud, Yellowstone, Carbon, Big Horn and Treasure.

O’Donnell, not related to the local O’Donnells, was born and raised in San Diego, California. He has been a resident of Billings for the past 22 years.

While supporting local conservative candidates, O’Donnell has run three times for state legislature, losing by narrow margins. O’Donnell states, “My constant goal on the PSC will be to guarantee Montana families and businesses the lowest possible energy rates and the most reliable delivery of that energy,” said O’Donnell. “Affordability and reliability are my number one priorities.”
