TUESDAY, OCTOBER 13, 2015

  9:00AM CONVENE

   Present: William Randash, Chairman; Steve Baldwin, Deb Ranum, Members; Lani DeBuhr, Clerk

   9:00AM COMMISSION WORK SESSION

MISCELLANOUS-The Commission completed paperwork to set up a checking account at the Bank of Baker in order to have a Visa Bank Card issued for the County to use for online and travel purchases. The Commission reviewed and signed a Change of Rate of Pay Approval Form for DuWayne Bohle completing one year employment with Fallon County. The Commission wrote a letter to Jason Rittal, EPEDC Executive Director, in support of the EPEDC. Trotter and Associates sent the Commission a reimbursement for services they paid for but shouldn’t have been charged for

   DEPARTMENT MINUTES/

REPORTS/AGENDAS – The Commission reviewed Department minutes, reports and agendas.

  REVENUES- The Commission reviewed the revenues received during the week.

   EMAILS- The Commission reviewed the emails sent to them from State agencies and other entities that required no discussion, action or decision.

   10:00AM ROAD DEPARTMENT UPDATES

   Present: Alba Higgins, Shop Foreman; Shannon Hewson, Brosz Engineering

   Shop- Alba Higgins gave the Commission updates on the equipment and vehicles that are being serviced or repaired by him and Mitch Overn, Road Department Mechanic. The Commission gave Alba permission to get Tim Grube’s old pickup ready so that it can be given to Community Service to use.

   Roads- Alba gave the Commission updates on the Road Crew’s activities. A culvert on the Anticline Road failed and the Road Crew replaced it.

Projects- Shannon gave the Commission updates on these County projects: Kramlick and Sparks Box Culverts, NAPA Retaining Wall, and Prairie Ave. Culvert.

Upper Baker Lake Gate- Shannon said he notified the Department of Natural Resource and Conservation (DNRC) the area around the gate does not need to be seeded as vegetation is growing there naturally.

   10:40am- Rich Menger, Sanitarian, entered the meeting.

   Culverts Going through Town- Shannon said the culverts on 1st, 3rd, 4th and 5th Streets will eventually be replaced with 1st Street most likely being the first one to be replaced. Shannon will draft a letter inviting landowners in the area to a public meeting about the project.

   Baker Lake Mitigation- Rich Menger gave updates on the Baker Lake Mitigation activities.

11:00AM 4-H JOB

DISCUSSION

   Present: Julie Straub, Human Resource Manager; Elin Kittelman, Extension County Agent

   Julie Straub, Elin Kittelman and the Commission discussed the job description for the 4-H Program Assistant and when to begin recruiting for it.

   11:15am- Julie Straub and Elin Kittelman left the meeting.

   11:30am- Jerrid Geving, Member of the Public, entered the meeting to make public comment.

   Jerrid Geving came in to ask the Commission if they would approve him going to the PRCA Convention again this year in Las Vegas, NV. The Commission gave Jerrid permission to go and told him to discuss it with the Fair Board.

   11:40AM- Jerrid Geving left the meeting.

   11:45AM- PUBLIC COMMENT

   No one appeared for public comment.

  The meeting was cancelled and will be rescheduled in the future.

   3:30PM REVIEW FAIR ENTERTAINMENT

REPORTS

   The Commission reviewed the Fair Income and Expense Reports for the 2006-2015 Fairs.

ATTORNEY UPDATES

   Present: Darcy Wassman, County Attorney; Bobby Wiedmer, Road Supervisor

  Lutheran Food Booth- The Commission discussed the updates on the Lutheran Food Booth with Darcy Wassman and the increased costs associated with it.

   Gravel Bid- The Commission discussed putting the gravel they need out to bid with Darcy and Bobby Wiedmer.

   Board Resolutions- Darcy gave the Commission a draft of the first page of the Weed Board Resolution for them to review and will send the other pages to Lani DeBuhr, Clerk.

  Stanhope Addition    Sewer/Water Project- Darcy and the Commission discussed the Stanhope Addition Sewer/Water Project.

PUBLIC MEETING

   Commissioner Randash and Commissioner Baldwin attended the public meeting Congressman Ryan Zinke held in the Courthouse Library Basement.

  10:00AM STANHOPE ADDITION WATER/SEWER PROJECT DISCUSSION

   Present: Jason Rittal, Eastern Plains Economic Development Corporation (EPEDC) Executive Director, Darcy Wassman, County Attorney, Lori Pankratz, Jean Rost, (2 other people)

   Jason Rittal and all present prepared themselves for the Stanhope Addition Water/Sewer Project Conference Call with High Plains Group at 11am by reviewing the initial plan and discussing potential alternative methods if High Plains Group does not cooperate and contribute to the plan.

   Present: Jason Rittal, Eastern Plains Economic Development Corporation (EPEDC) Executive Director; Darcy Wassman, County Attorney; Lori Pankratz, Jean Rost, (2 other people), Rich Menger, Sanitarian; Ryan Rittal, Stahly Engineering via Conference Call; Patrick Shumaker, High Plains Group via Conference Call; Lowell Springer, High Plains Group via Conference Call; Chuck Davison, High Plains Group via Conference Call

  The Commission and all present took part in a conference call to discuss the Stanhope Addition Water and Sewer Project.

MONDAY, OCTOBER 19, 2015

   9:00AM COMMISSION WORK SESSION

   Golf Course- The Commission reviewed the list of winter projects the Golf Course Board would like Eric Kary, Golf Course Manager, to complete during the winter months.

   Land Lease Discussion- The Commission discussed the rate to charge landowners to lease land from the County. The going rate to lease land per acre is $4-$6 per acre.

   The Commission made and approved the motion to install $4/acre in the current land leases. Remote Control Airplane Discussion- The Commission discussed Alvin Madler’s request for an area to be designated for people to fly their remote control airplanes.

MISCELLANEOUS-

   Clerk & Recorder- The Commission reviewed and Commissioner Randash, as Chairman, signed the Journal Entry Transmittal Page to book fixed assets for FY2015 and to unroll balances and reroll balances to FY2016.

   Baker Municipal Airport- The Commission reviewed and Commissioner Randash, as Chairman, signed the Request for Reimbursement No. 1 for AIP 3-30-0004-018-2015 project at Baker Municipal Airport.

   Senior Citizen Roof- Carla Brown, Council on Aging Director, said it would be another month before Thiel Brothers started on the roof.

DEPARTMENT REPORTS/NOTICES-

   The Commission reviewed Department Reports, Newsletters and Notices.

   REVENUES- The Commission reviewed the revenues received during the week.

  10:00AM ROAD UPDATES

   Present: Alba Higgins, Shop Foreman; Bobby Wiedmer, Road Supervisor

   Alba Higgins gave the Commission updates on the equipment and vehicles him and Mitch Overn, Road Mechanic, have been servicing or repairing.

   Bobby Wiedmer gave the Commission updates on the Road Department activities such as culvert installation, car gate installation and blading.

   Prairie Ave. Culvert- The Commission reviewed the plans Shannon Hewson with Brosz Engineering submitted for the replacement of the Prairie Ave. Culvert.

   The Commission made and approved the motion to replace the Prairie Ave. Culvert per specs Shannon Hewson with Brosz Engineering drafted and to have it completed within two weeks.

   10:20am- Shannon Hewson with Brosz Engineering called in and joined the meeting via conference call.

   Bridge Inspections- Bobby Wiedmer, Road Supervisor, told Shannon the Dry Fork Bridge has another cracked stringer. Shannon said he will come in later in the day to look at the Bridge Inspection and if it does need to be replaced everything has been done to proceed with it right away.

   10:30am- Shannon Hewson left the meeting by ending the conference call.

   Lutheran Food Booth- The Commission was notified the Fair was awarded the Montana High School Finals Rodeo. They discussed getting everything ready for the Lutheran Food Booth to go out to bid next spring with a start date of September 1st, 2016 to ensure it would be completed by June 2017.

  10:40am- Tom Kachel, Landfill Manager, joined the meeting.

   Tom Kachel brought in his most recent Aging Accounts Report for the Commission to review.

   Scraper Operating- Tom said he discussed having Paul Christ operate the scraper with Julie Straub, Human Resource Manager, and gave the Commission details on what he was told by Julie.

   Hand Held Radios- Tom asked the Commission about purchasing hand held radios for his operators to use rather than having them use their cell phones and the Commission gave their permission.

  Oil Disposal- Tom would like to bring one of the County’s red sheds around town to the container site for people to dispose their oil at. The Commission told Tom to talk to Alba Higgins about moving one of the sheds.

   11:00AM HANDHELD RADIO DISCUSSION

   Present: Bob Brenner, TAB Electronics

   Bob Brenner gave the Commission information on the radios he suggests they give to County employees who work alone to use in case of an emergency.

APPROVAL

   The Commission made and approved the motion to approve the November 10-13, 2014 Commission Minutes.

   The Commission made and approved the motion to approve the October 5-9, 2015 Commission Minutes.

   1:15PM OCTOBER CLAIMS APPROVAL

   The Commission reviewed and approved the October Mid-Month Claims in the amount of $766,188.26 and they are filed in the Clerk & Recorder’s Office.

   1:30PM DISPATCH

RECRUITMENT

   Present: Julie Straub, Human Resource Manager; Brenda Hoeger, Dispatch Supervisor

Brenda Hoeger came in to let the Commission know two of her full-time Dispatchers have been hired as Detention Officers and asked if she could start recruiting for those positions immediately. The Commission gave Brenda permission to start recruiting for the positions.

   1:35pm- Brenda Hoeger left the meeting.

   Landfill Scraper Operating-

    The Commission and Julie Straub discussed adding operator duties to Paul Christ’s job description and giving him operator pay while he does that work.

   1:40pm- Shannon Hewson with Brosz Engineering joined the meeting.

  Bridge Inspections- The Commission gave Shannon the copy of the Dry Fork Bridge Inspection for him to

review. Shannon said he will have Gary Brennan with Brosz Engineering, who is familiar with bridge structures, review it and give his recommendation.

  North Baker Lake Drainage- Shannon said he met with Mike Nelson again about the North Baker Lake Drainage project and encouraged the Commission to contact Mike if they want to proceed with the project.

2:20pm- Shannon Hewson left the meeting.

  2:30pm- Pat Ehret, Fair Board President, joined the meeting.

   Pat Ehret came in to discuss the Commission sending Jerrid Geving to the PRCA convention in Las Vegas, NV.

  2:45pm- Bobby Wiedmer, Road Supervisor, joined the meeting

  Bobby Wiedmer and the Commission discussed the gravel pit bid bond.

   3:10pm- Commissioner Ranum excused herself for duration of the day.

   3:20PM COMMISSION TOUR

  Commissioner Baldwin, Commissioner Randash and Lani DeBuhr went and looked at the various areas the Baker Corridor Study identified for truck by-passes.
